What's up with all work on the sidewalks on East College
Drive? We contacted the Minnesota Department of Transportation
and we received the following information.
WILLMAR, Minn. – Motorists will encounter
right-lane closures on Highway 19 in Marshall from Bruce Street to
Highway 23 beginning Oct. 3. The project is expected to be completed
in early November. The project consists of sidewalk improvements
and signal system revisions at Bruce Street and Mustang Trail in
accordance with the Americans with Disabilities Act. Traffic will
be diverted to the left through lanes and the shared-center left
turn lane. Pedestrian traffic will be diverted as necessary to
accommodate construction. Access to businesses will be maintained
with entrances narrowed during construction and interrupted for
brief periods. When the project is completed, pedestrians will
encounter more user friendly sidewalks, ramps and signals. Ti-Zack
Concrete, Inc., of LeCenter is the prime contractor for the project.
During construction and road maintenance work, MnDOT urges
drivers to: • Stay alert, expect the unexpected. Be patient. •
Never enter a road blocked with barriers or cones. • Plan ahead
and expect delays, especially during peak travel times. • Don’t
use cell phones while driving. • Remember text messaging while
driving is illegal. • Follow posted speed limits; fines double in
work zones.

We contacted the folks at Avera Marshall and here is the
information we received.

Avera Marshall to Build Medical Office
22,500 square foot project reflects growth in physician staffing
Avera Marshall today
announced plans for a 22,500 square-foot medical office building
with construction slated to begin this spring.
The new facility, which will be
located adjacent to the hospital’s existing clinic, will provide 40
additional exam rooms, testing and lab space.
The project is a natural outgrowth of the
hospital’s successful physician recruitment efforts.
“Our steady growth
in physician specialties is driving our need for expanded and
improved clinic space,” said Mary Maertens, Avera Marshall president
and CEO.
“We’ve made a commitment to the
community to recruit specialists in order to provide quality local
care with the tools, technology and skills that rival larger
communities.
Those efforts are working.”
“The board is extremely excited about this
project,” said Paul Puetz, chairman of the Avera Marshall board of
directors. “It’s a testament to the progress we’re making in
attracting physicians and other medical professionals to our
community.”
Maertens noted that the Avera Marshall
physician development plan has identified a community need for
multiple specialists. To date, the hospital has attracted 17
providers to the Avera Medical Group, including a general surgeon,
an orthopedic surgeon, three ophthalmologists, three optometrists,
four emergency room physicians, two psychiatrists, two OB/GYNs, and
a hospitalist. A third OB/GYN will join the group this summer and
additional recruitment efforts are underway for pediatrics, hospital
medicine, orthopedic and general surgery, internal medicine and
psychiatry.
The new medical office building will be a
one-story construction, extending from the hospital’s existing
clinic toward Bruce Street, with access on the lower level. The new
space will be designed for efficiency and easy access with an
emphasis on the patient experience. The hospital has retained BWBR
Architects to design the building, with contractors to be determined
through the bidding process. The construction is expected to be
completed by December, 2012.

I heard today that there is a charge now to park your vehicle on
the parking lot across from HyVee. For many years it was free. Is
this true?
Yes it is true. We spoke with Carr Properties, the
owner of the property, and we were told there is now a $30 a week
charge to park your vehicle there to sell. This is a very high
traffic area and gets a lot of exposure. To make arrangements to
park your vehicle for sale on the lot you may call 507-337-0137.

I'm wondering if you can find out when the park will
be installed near the Carr addition on the south side of town. It is
desperately needed and will be used often!

We contacted Doug Goodmund at Marshall Community Services to get
the information for you. Below is what Doug provided us
to share with you.
Thank you for your interest in Windstar Park located
on the south side of Marshall on Windstar Street. Actually, the park
site is currently being developed with tree plantings, access to
Marshall’s bike trail, parking lot, ball field with aggregate
surface and fencing mostly completed. Soccer goals are also
scheduled for installation yet this fall. In addition, the funding
for a shelter with restrooms has been submitted within the 2012
budget upon approval from the Marshall City Council. Additional
future park amenities, if financially supported, will include:
playground equipment, picnic tables, etc.

8-17/-2011 What are the lines on the the streets
around town for?
We found out the streets are being painted to enhance
the existing Bike Trails in and around Marshall. As
you drive along these streets keep in mind that these bike lanes are
for bikers safety. More signage will be in place soon to help
with the education process of the new system.

We found out that AGAPE Fellowship will be relocating
from the their current location inside RALCO Nutrition at 3rd

Why are all the sidewalks being torn up in downtown Marshall?
Below is a press release from the Minnesota DOT
WILLMAR, Minn. – Motorists may encounter daytime
shoulder and lane closures in Marshall as installation of new
accessible pedestrian signals and countdown pedestrian indicators
begins May 2 at:
Highway 68 and Third, Fourth and Fifth streets
West junction with Highway 68 and Highway 59
Accessible pedestrian signals improve safety for
individuals with hearing or sight impairments by providing
directions in alternative formats using verbal messages, audible
tones and vibrating surfaces. More information about the new signals
can be found at www.dot.state.mn.us/signs/aps/ .
The project is expected to be completed in one
week, weather permitting.
Motorists are reminded to drive with extreme
caution through the work zones and watch for workers and equipment.

Who controls the diversion channel on the Redwood River around
Marshall and what are their criteria for opening/closing the gates?
The water level through town was way way down for awhile before they
finally opened it up a little bit to wash through. Would be nice to
have a consistent level through town for kayaking, canoeing, etc.
We contacted Shane Waterman from the City of Marshall
and Shane supplied this response below:
The City Public Works Department controls the water flow at the
diversion structure. We do have to maintain a minimum flow through
town as per the DNR. This spring we did have the gates closed down a
little more than normal to prepare for some inner City drainage
issues which can occur if the river is flooding. We have since
cycled through our gate exercising operation and will have one gate
completely open to allow the natural flow of the river through town
once the spring run-off is over. According to the DNR the river
flows through town would not likely sustain kayaking, however, when
the flows are slightly above normal kayaking is possible. Kayakers
would still need to portage around a few street crossings as the
culverts may not be large enough to safely float through. Hope this
answers your question.

Can you settle a bit of a quandary at our home?
I have heard the lids to the tin cans are not recyclable. They
are made from the same tin as the bottom of the can?
Also I know I have read that the plastic lids from the tops of milk
jugs need to be removed. But are they recyclable?
We sent your question to Paul Henrickson the Environmental
Administrator for Lyon County for the answer.
The lids from tin cans are recyclable and can be placed in with your
recycling. The lids from plastic bottles should be off, but can be
placed with the your recycling. The plastic bottles are baled and
sent for processing, and with the lids on it places a restriction on
the compaction of these bottles.

I want to know what the big
electronic signs are at the intersection of Hwy 23 and County Road
7. Can you find out for us?

The
University of Minnesota’s Center for Transportation Studies is
installing and evaluating a Rural Intersection Collision Avoidance
System at the intersection of Highway 23 and Lyon County Road 7 near
Marshall. This system is one of three similar systems currently
being installed and evaluated in Minnesota. The Highway 23 and Lyon
County Road 7 intersection was selected because it has a higher than
average crash rate.
The
Rural Intersection Collision Avoidance System uses sensors on the
highway to determine the position, travel lane and speed of vehicles
approaching an intersection. The system computes this data to assess
the threat level for vehicles crossing the highway. Prior to full
implementation, the system will be tested by approximately 30 local
citizens who will have equipment installed in their vehicles to
gather data and refine the system’s reliability.
The
system is expected to be fully operational in April 2011.
The
RICAS research project is being funded by the Federal Highway
Administration and the Minnesota Department of Transportation.

I want to know...
I want to know why the
snow is removed from the bike paths around Marshall before all the
streets are cleaned, perhaps park and rec should help the street
department.
We contacted the City Administrator, Ben Martig and the City
Administrator Glenn Olson to explain the procedures that are in
place and how the City is able to balance the needs of the residents
and maintain fiscal responsibility at the same time. Glenn sent a
copy of the City of Marshall internal snow removal procedures and we
have attached it here for you to review. After reviewing
the procedures I think you will agree the city has a very good
plan to make sure the streets are cleaned in a very safe manner
while keeping the city budget in mind. The procedures layout out
the priority areas and the hours of safe operation for the snow plow
drivers.
According to Glenn Olson … We have combined
Airport Maintenance, Street Department and Public Ways Maintenance,
and are in the process of integrating Parks Maintenance as well,
eliminating or combining more positions and decreasing capital
expenditures. This means less people and less equipment available
to cover more areas of the community including streets, city owned
sidewalks and park access. Prioritization of equipment and
manpower is more important than ever and balancing the needs of the
driving (roads and alleys) and non-driving (sidewalks, bus stops,
bike paths, school access routes) transportation needs. One parks
employee is assigned to the street department in the winter and the
other 3 handle sidewalks, bridges, park access, and assist in
emergency areas and alleys. Bike paths/sidewalks are not the
highest priority but are important to many residents for getting to
schools, shopping, and work. Actual operations are also limited by
personnel available (we do have cross trained individuals from
engineering, wastewater, parks and airport), sick leave, vacations,
equipment breakdowns, weather conditions, and material availability.

I want to know...
What is the work going on along Legion Field Road?
It looks like the are building a flood dike. Can you find out
for us?

Good Question! We contacted Shane
Waterman with the City of Marshall's Engineers office and Shane
offered this response.
The likely development for the property east of Legion Field Road is
light industrial, therefore, we are constructing the berm to provide
a buffer between the residential lots on the west side of the street
and the industrial lots. When the berm is completed it will have
some trees and shrub plantings and will look very nice. We have left
room between the berm and street for construction of a sidewalk
along Legion Field Road.
City Administrator Ben Martig
added the following comments:
The City had a substantial amount of dirt material to remove from
the Tiger Lake stormwater pond project off of “C Street.” Three
locations were identified that needed additional fill for public
purposes including: 1) the future amateur sports center facility
near the Marshall High School as additional fill in a low area; 2)
the new city park off of Windstar Street for an added landscaping
berm; and 3) the boulevard along Legion Field Road as a landscaping
buffer for the future development area owned by the City. This
future development area is commonly referred to as Parkway III and
zoned for a residential land use. The city has recently
contemplated a light industrial future use for the property. The
landscaping berm will be an added benefit for aesthetics and
screening purposes regardless of the final development of Parkway
III. As Shane said, we have some additional grading and topsoil
work to do as well as the finishing work of trees, grass and
possibly some shrubs.

I want to know...
When was the diversion channel around Marshall installed?
We contacted Shane Waterman from the City of Marshall's Engineers
Department and this is what Shane told us.
The diversion channel was authorized by the Flood Control Act
approved July 14, 1960. A contract for construction of the diversion
channel was awarded on June 28, 1962 and the project was completed
on November 21, 1963. Another project in 1997 removed 140,000 cubic
yards of sediment from the diversion channel. Most recently the
diversion channel and Redwood River underwent major upstream and
downstream improvements which were completed in December 2000.

I want to know...
What is all the work going on across from the new Library site?
The work you see is the Tiger Lake Expansion project.
This is the water detention area that is being expanded to handle
all of the water runs into storm sewers from the street gutters.
The water runs off into this area faster reducing small flooding in
streets and areas that can not handle large, fast rainfalls.

I want to know...
Is the pond at Independence Park ever stocked with
fish?
We contacted Harry Weilage,
Director of Marshall Community
Services to get the answer to your questions.
Here is Harry's response to this question: No the pond at Independence
Park is not stocked as it is part of the city’s flood control
process. This means, in the case of the 3” of rain that we received
last week, we lose fish to the system and we get natural fish from
the system. During fishing contests we have caught bull heads,
crappies, perch, bass and carp to name a few.
Why are there so many weeds in the pond at Independence Park?
Harry's response:
The pond was constructed as a natural holding pond for area
development. The community wanted the pond fenced for fear of
unsupervised swimming. The community was assured that the natural
reeds would serve two purposes:
Filtration and along with the clay bottom, discouraging anyone from
wanting to swim in the pond. That is why the sizable fishing pier
was built to give access for fishing. Unfortunately ice heaves have
pushed the pier up so that the public cannot use a portion of it. We
requested City budget dollars to fix the pier last year but they
were denied. We will request funds again this year. The two bridges
do give additional access to the pond as does the sand beach located
by the warming house.
